Fred Carter
Senior Policy and Technology Advisor, Office of the Ontario Information and Privacy Commissioner

Fred Carter has served the Office of the Ontario Information and Privacy Commissioner (IPC) as Senior Policy and Technology Advisor since 2004. His primary responsibilities include providing strategic research, information, and advisory services to IPC Commissioners and management on a wide range of technology and privacy policy issues. Mr. Carter also worked for the Privacy Commissioner of Canada, the Standards Council of Canada, and other private-sector organizations in similar policymaking and advisory capacities.

Patrick Lo
Privacy and Security Specialist

Patrick Lo is the CEO of Privacy Horizon Inc. He has more than 20 years of experience in the field of information privacy. He has held a number of executive positions in the public and private sectors focused on the development and implementation of privacy and data protection programs.

Prior to joining Privacy Horizon, Patrick was Senior Program Director for the Identity, Access and Privacy Portfolio at eHealth Ontario, where he was responsible for strategy and planning, product management and adoption of provincial identity management technologies designed to control access to personal health information. Prior to that, he led the privacy office at eHealth Ontario, and built the Province’s first “eHealth Privacy Centre of Excellence” – establishing eHealth Ontario as a leader in the development and implementation of privacy best practices.

Patrick is a Certified Information Systems Security Professional (CISSP) and Certified Information Privacy Professional/Canada (CIPP/C).

Dave Rajnauth
Senior Consultant, GRA Consultants Inc.

Dave Rajnauth is CISSP certified senior consultant with over 28 years experience in the Information Technology field. For the past 15 years, Mr. Rajnauth has specialized in completing security assurance exercises including threat risk assessments, business impact assessments, security architectures and creating of information security programs within the healthcare sector. He currently leads the privacy and security consulting practice for GRA Consultants Inc. GRA Consultants is an Ontario based Healthcare Information Systems consulting company that is committed to providing their clients with creative, innovative and cost effective solutions for today's complex challenges. Mr. Rajnauth holds a Master of Science Degree in Physics
