Fred Carter has served the Office of the Ontario Information and Privacy Commissioner (IPC) as Senior Policy and Technology Advisor since 2004. His primary responsibilities include providing strategic research, information, and advisory services to IPC Commissioners and management on a wide range of technology and privacy policy issues. Mr. Carter also worked for the Privacy Commissioner of Canada, the Standards Council of Canada, and other private-sector organizations in similar policymaking and advisory capacities.

 


Anita Fineberg

Anita Fineberg

Anita Fineberg is a sole practitioner and consultant in Toronto specializing in the areas of privacy, access to information, data security and information management. She provides advice to both public and private sector entities on the privacy and security requirements of EHR/EMR systems, mobile applications for health, remote condition monitoring and data governance. Anita is a passionate advocate for the principles of Privacy by Design, believing that the adoption of a proactive approach to privacy best serves her clients and their patients.

She has practiced privacy law for over 20 years, having spent seven years with the Office of the Information and Privacy Commissioner/Ontario and three years as counsel to the Ontario Ministry of Health and Long-Term Care. Prior to establishing her own practice, Anita was Corporate Counsel and Chief Privacy Officer to IMS Health Canada, the Canadian affiliate of IMS Health. She holds a B.A. (Hons. Psychobiology) degree from Queen’s University, a LL.B. degree from the University of Toronto, and is a designated Certified Information Privacy Professional/Canada.


Patrick Lo

Patrick Lo

Patrick has more than 20 years of experience in the field of information privacy. An expert in the development and implementation of privacy programs, he is also a Certified Information Systems Security Professional (CISSP) and Certified Information Privacy Professional/Canada (CIPP/C).

In his current role as the Senior Program Director for the Identity, Access and Privacy portfolio at eHealth Ontario, he is accountable for strategy and planning, product management and adoption of the provincial client and provider registries within the health care sector. Prior to that, he led the privacy office at eHealth Ontario, and built the Province’s first “eHealth Privacy Centre of Excellence” – establishing eHealth Ontario as a leader in the development and implementation of privacy best practices that would support the paradigm shift brought on by the creation of an integrated provincial electronic health record . Before joining eHealth Ontario, Patrick held a number of executive positions in the private sector focused on the development and implementation of privacy and data protection programs across the Canadian health care sector.
